I am so anti-pirate I can hardly stand to read the whining here. In reality, pirates would face permadeath or life sentences if caught by an empire faction's navy, not be forgotten in 15 minutes. They'd be socially rejected by most every legitimate business, and not have access to the best gear, they'd have to steal to get anything.
This GAME is not just about the pirates. Piracy is griefing, by definition. The pirate MEANS to grief another player. That is his sole objective. Ransoming is simply "kinder, gentler" griefing.
I accept the possibility that I may lose a ship every time I go below 0.5. I have been gate-ganked (I lived, but one more hit and I wouldn't), I have been jumped in a belt and then followed. I've bugged out in the face of an obvious pirate presence.
I don't object to PvP. Not at all. I do object to gate ganking, and I do object to making it easier to force a player who doesn't want to fight into a losing battle.
Especially for new players, the money in a ship is a lot. That cruiser took days to afford, equip, and send out. It takes seconds to gate gank. The players ganking have 2 BS's and are working together. They feel like they've done something fun. The recipient, another live human being, feels like they've just been set back a week. Both are right. But I don't think a pirate's momentary pleasure should force another player to take days/weeks working to recover.
Many players like to play this game in smaller groups, or solo. They need a viable game too. They don't need to feel that they must spend months before they can participate, just getting cash and skills up to a certain level. It is one thing to spend that time to improve the game play. It is another to spend the time to GET to the game play.
If I knowingly choose combat and lose, that is my choice, and I'm fine with it. If I'm forced into combat by another, and killed, I'm not happy, I don't feel OK, I think "Why the hell am I spending $15 a month to get stomped by the playground bully?"
CCP is a business, and EVE is a game. It is supposed to be enjoyable for everyone, not just the person with a pirate fantasy (no sane person really wants to live the life of a pirate - we all want Errol Flynn).
The victim in this game cannot file charges. They cannot (probably) afford to put a bounty out that matters, and everyone here has said how worthless the bounty systems. They have no recourse, and the pirate has no consequences.
I don't mind dying in WoW - no real loss - just a little time, in battlegrounds, measured in seconds. I do mind dying in EVE, too many hours mining to buy that ship you just vaporized.
I'd like to see roaming Empire squadrons in 0.4-0.1 sec that hit anyone with that 15 minute timer, if they happen by. That means most of the time the belts are safe, but not always. It means pirates would have a reason to stay out in 0.0 rather than get too aggressive in 0.4.
This should be separate from company wars, or other PvP where the players opt in. There CONCORD and Empires would look the other way. And I'm not suggesting that pirates not be allowed free rein in 0.0 sec. Anything goes out there.
Put yourselves in your victims shoes for a second. Would you want to be a non-pirate and put up with the unrealistically easy shot pirates have at you?
